Synopsis
When the lady mayoress scraps physical and aptitude barriers for recruitment, the police academy fills with an unruly and unexpected assortment of applicants, to the instructors' dismay. Among them, social outcast Mahoney is compelled to enlist as an alternative to prison and quickly earns the ire of the pompous Lieutenant Harris. As Mahoney unexpectedly finds himself enjoying cadet life and resolves to make a future in the force, Harris is determined to see him expelled.
